Mr. Harbour leads Cambridge’s Advanced Technology and Services Division (AT&SD) with responsibility for contract performance including technical project execution; personnel management, contract quality and cost control; schedule compliance; financial management; and business relations with Government and industry partners.

He specializes in managing the strategic direction, development, and execution of information security programs.

As an accomplished senior leader, Mr. Harbour draws on his 20+ years of industry experience with the Department of Defense and Federal Civilian Agencies to successfully manage all aspects of a multi-faceted portfolio of customers and contracts. He holds a bachelor’s degree and Master of Business Administration from Saint Leo University.
